States without Texting Bans

I’m looking at a recent traffic safety newsletter produced by Cape Fox, a company that does driver training programs for the military. An article on texting while parking (instead of driving) lists the U.S. states and territories where texting while driving is illegal. Six states are not on the list.
Which six states are they? Please restrict yourself to two states per hour in the comments.

Texas and Mississippi are both on the list of states with texting bans, with asterisks indicating they have partial bans. Neither Texas nor Mississippi is adjacent to a state without a texting ban, however each is adjacent to a state that is adjacent to a state without a texting ban.

How about a hint: Do the six states have something in common besides lacking a texting ban? Or would you have never guessed that they would all be in the same grouping?

The six as a whole don’t have much in common. Three are western states that I might have guessed. Two are southern states, and not ones I might have guessed. The sixth is a Pacific Ocean state.

From the Cape Fox list, the states without texting bans while driving are: Hawaii, Arizona, Montana, South Dakota, South Carolina, and Florida.
