Authority and command are just and proper.
They are not a last resort like there was something shameful or unhappy about them. They are not a necessary evil. They are good.

Most things are good, within the boundaries set by God.
It’s when we get outside those boundaries that things go awry.
Physical intimacy, for example, is not an evil of the flesh we have to overcome. It’s an inherent good that goes bad outside the boundaries. A gentle flame becomes an all consuming fire.
Authority is fine, until it becomes unrighteous dominion. And too many people seem blind to the boundary markers.
