Deliberation can be solitary or in a group. My understanding is that the generic word does not favor one context over the other.

Agreed. And it depends on what the reticence is about.
Reticence towards vice is a virtue.
Reticence towards virtue is a vice.
If deliberation is wise/righteous decision-making, then it is a virtue.
If an action (or inaction) is based on wise/righteous decision-making, then it is a virtue.
Perhaps the two virtue-corners are better as:
Wise decision-making.
Effectuating the decision. (as the decision may be to take no action.)
