The paper explains some teaching situations that I’ve been in, both in the IT field, and as a missionary.
For some people, they literally can’t conceive of, or picture in their mind, a new-to-them combination of “things” and “attributes” from a mere verbal description. They have to physically see it.
It’s sort of true for all of us. We don’t all have the same sub-routines making up our brain’s Operating System, and BIOS. Some folks have extra sub-routines, some folks are missing part of the standard issue.

The paper also harkens to JS’s teaching about faith being a principle of all action — you have to imagine something or picture it in your mind before you can do it. The personal with faulty PFS can’t put the red basket in the blue basket because, literally, they can’t picture it in their mind.
