The linked article speaks in future tense. Has the structure actually been built yet?

Various ambitious urban building projects around the world have turned into boondoggles due to the global economic downturn (notably Burj Dubai, and that island thing.) SLC’s “City Creek” or whatever they call it has prompted concerns too. Look for cancellations or scale-backs.
