I feel small minded pointing out legalistic flaws in so worthy a cause, but Congress doesn’t really have the power to pass laws regarding abortion for the states. It’s up to the states.

I would strongly support such a law in my own state.

Under current commerce clause law, Congress probably can do it. But current commerce clause law is too loose. Though Congress could certainly forbid traveling across state borders to procure an abortion.

On the other hand, I lean toward the view that current 14th amendment jurisprudence is too restrictive. The 14th Amendment is vague, I suspect, not because it was supposed to give the courts an open-ended power to protect human rights but because it was supposed to give Congress a good deal of latitude to do it. Deeming older unborn babies as protected persons would probably be within the reasonable scope of that latitude.

Ah. Yes, it could probably be justified under the Silly Putty clause of the 14th Amendment.
