I’m not so optimistic. I think this has more to do with China wanting to regulate activities at the Hong Kong temple.
Still, one can hope.

I think in this context “regularize” may be close in meaning to “regulate”.
I hope the church’s printing presses in Taiwan and Hong Kong are geared up to print a few tens of millions of Simplified Script editions of the Chinese Book of Mormon.
