The latest in cruel sadism disguised as “macho.”
I got teased a lot as a kid. I could never understand why the teachers let other kids get away with cruelty.
I still don’t understand, even though I sadly picked up a bit of a cruel streak myself.

This one I can explain — though you won’t like the answer.
The kids that do the teasing are the most socially capable ones. They have social skills that include knowing just how far they can go on teasing/picking on others without getting in trouble with adults. Plus, they tend to be well liked by the adults (since they are the easiest to relate to due to improved social skills) and thus get more lattitude from the adults.
